Make an element partly transparent and apply a background blur to it.
If you want the background to show through your element a glass effect is a stylish way to achieve it. Or if you want something to look like glass for some reason.
If the background is noisy it might affect the readability of whatever is in front of the glass effect.
This style is more convincing if you apply a border to the element and make it slightly lighter than the element itself.
